Traping a file download

Hi I hope that I have the right group here. I am looking
for a way to trap a link. What I would like to do is
something similar to other download managers (like DAP
etc) for IE, and that is when you select on a link to
download a file, my program will be loaded and enable me
to do what I want with the link.
