AD Policy can't modified.

Hi. I'm Christine.
I have 2 Windows 2003 Domain Controller.
We had Default domain Password Policy configured "Maximum password age: 0".
So I had created a new password policy and gave precedence 1.
It applied to client.
But When I viewed the new password policy and changed some password policy
values, I can not appliy it.
Two servers were restarted last night, and it looks like correctly.
But when i tried to modify them, it happen same case.

"Access is denided. Couldn't save.
\\ktf.ad\systvol\ktf.ad\policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\Microsoft\WindowsNT\SecEdit\GptTmpl.ini
Check if user have right for access this offject."
