I just did a fresh install of windows 2000 and, strangely, every time
I open IE, it checks on the floppy drive. I have installed SP4 and
all security updates. What gives?

Probably you opened / saved something to a floppy from IE. Try opeing IE,
saving it to the hard disk and then closing IE
