IE auto-loading !!!!!!!!

OK this is ridiculous.
My IE is auto-loading. I noticed the past couple of days that it has
occured around 10:30 p.m. I don't know if this is related to it.

Please tell me how I can put a stop to this?
I see nothing is the Start folder for IE.
