Not loading IE5

Using Windows dialer I can connect to my server, but when IE5
comes up it isn't connected. I've triple checked all settings
but nothing seems to work. I've also used the connection in dial-up
networking and
AT&T Global dialer with the same results. Can anyone offer any assistance
?
