IEAK6 Download error 800c000d

I have created an IEAK 6 SP1 hands-free install. It comes from the
flat\win32\en directory on a dfs share that is available to all
machines.

The package works perfectly on XP machines, but on W2k SP4 servers,
Active Setup Log contains this:

About to download/install user selected components.

I know that CRLUPD.CAB is present in the EN directory. 800c000d seems
to mean 'The specified protocol is unknown'. I can't see how that
relates.

Any ideas?
