image/picture setting in IE 6, not working

WIN 2000, SP4, IE6

Problem is some security type program somehow set so that in IE6 cannot show
pictures.
Reseting defualts in IE 6 options or setting pictures to show does not
correct the problem

How can this be fixed ?
Is there a ini file I can edit, if so what is the filename and location
Is there some freeware program that would allow IE6 setting be changed that
would allow pictiures to be shown ?

Is there a way to replace the IE6 file where these setting could be as
installing IE 6 fails saying it already exists.
