CGI problem with redirect

I am having a problem with IE 3,4, and 5 but not Netscape 4.5
using a Perl redirection. When I send the
"Location:http:/www.foo.com/page.htm#baz" to the browser it acts as
if there is no "#baz" and just load the page without following the
link into the page. This seemed like the most simple way to do the
redirection. Does anyone have a clue here, and am I missing something.
