From "eml" to "msg"???

Can anyone tell me if there's a way to convert Outlook Express ".eml" file
format to Outlook "msg" file format? Or is it possible to open and read the
former within Outlook98?

EML files are plain text files that have the raw e-mail message including all the message
headers.

I don't know what an Outlook98 MSG file is.
