Winsock problem?

I am all of a sudden having some serious problems on my machine with any
winsock apps. I have a NEC PII 266 running NT Workstation 4.0 with an
ehternet connection to the campus LAN. Ping and tracert both work fine from
a command prompt. When I try to Telnet I get a connection failed! error
message. If I try using IE 4 I immediately get a a page saying Navigation
Cancelled. Using Netscape I get a message that says something about
Netscape was unable to establish a socket connection. Your system may be
low on resources or something else. ICQ and AOL IM both don't work either.
I have removed all networking and reinstalled it several times. I have
re-installed Netscape a couple of times. I have reinstalled SP 5 which I
was running. Nothing seems to help.
This all apparently started when I installed HPs Web Jet Direct program
which I have since uninstalled. Any help you can give will be greatly
appreciated as I am getting very tired of borrowing a computer to browse the
web/read my email.
