Frequently, I get an error that I'm told is a Java error when accessing
certain sites.

A runtime error has occurred. Do you wish to debug?

What do I need to do to correct this?

With IE4?

If you really have a later version of IE, then try this:

Tools-Internet Options-Advanced.
Disable script debugging and script error notification.
