Windows 2000 Telnet problem

If I login locally to my windows 2000 server and from command prompt I can
run ystat.cmd successfully. But if I telnet to the windows 2000 server and
try to run ystat.cmd from the same directory as before, login with the same
account, I get following error:
No VSS database (srcsafe.ini) found. Use the SSDIR environment variable or
run netsetup.
