Reveal which formula causing true result

I am re-loading my brothers computer Win Me. I got Win 2k service packs 1,2,3
& 4.
Each gives the error NTDLL.DLL not found (but it is there!)
& 4.
Each gives the error NTDLL.DLL not found (but it is there!)
There is no indication anywhere, from anyone, as to how to make this work.
Please help
