Mouse not working in NT

I am a user of Windows NT, and my computer works perfect, except the drag
and drop feature of the mouse to move icons files etc. I have tried to
reinstall servicepack 3.0, and intellipoint but to no avail, and all I can
do is use the cut-paste features on the left click options of the mouse.
