No they are very different. However on a basic level - such as for web pages and ASP they have enough in common that you could use either for ASP/HTML development.
The personal server that comes with Win98 would be very insecure and couldn't handle a high hit rate.

Personal Web Server works pretty well in my experience, but has a maximum of 10 concurrent connections (or the one with W98 does, anyway.)

I could not get Personal Web Server to process ASP. However I did get Peer Web Server to do so. The 1st cam on the FP98 cdrom and the latter on the NT4 Workstation cdrom.
