Converting Polish/Czech WinHelp to HTMLhelp problem

If I use HTML Workshop to convert our Polish/Czech version of WinHelp
to HTML Help then all characters that had accents are now just the
base character (e.g. à becomes a).

We had a similar problem with our Russian but "fixed" that by
converting on a Russian system, changing the HTML code page to 1251,
and all was fixed. For Polish/Czech we converted on a Polish system,
changed the HTML code page to 1250, and it did not work.
The question is: What do we need to do to properly convert these
winhelp file?
