home publishing 2000 stopped working.

My home publishing 2000 stopped working after win 8.1 was installed. I get
the message:
"Microsoft clip gallery must be installed."
I've re-installed it several times. Same result. Of course MS doesn't have
fixes for old programs that worked very well. Has anyone had this problem.
Any Fixes? I have many files/forms/notecards I can't print now.
