Fail to install VS 2008 SP1

As stated in the subject, I've tried both methods to install
a) download and run VS90sp1-KB945140-CHT.exe directly
b) download the ISO file and run it through virtual CD software
Both are failed and following messages are returned:
Exe (F:\vs90sp1\VC_x86Runtime.exe) succeeded.

The problem seems to related to dd_VC_IA64Runtime, but I have no idea why it
is related to IA64 while my machine is running x64 mode.
I've also tried to find solution from the web, but no single simple way to
slove it. It took me too much time to fight this problem and hope somebody
can give me advice.
I'm using Vista Business 64 bit Traditional Chinese Edition, with Vista SP1,
.NET Framework 3.5 SP1.
