I tried various settings in both Vista and Office 2007, but the problem
still exists.
However, when using Windows Mail (as part of Vista), there is no problem,
and all Trad and Simplied Chinese characters display correctly.

I think it matters that the sender of the email must choose Unicode encoding
for outgoing messages. So you might want to check and make sure people who
send you emails are doing that, in additional to your doing so yourself.
