Inbound Msg with attachment delay appear on user mailbox, exchange

I have an exchange 2000 server running on Windows 2000 SBS server. Several
days ago, we found that those inbound msgs with attachment are delayed to
show out on user mailbox (no matter using OWA, IMAP or POP3). The smaller the
attachment (40k delay 10 mins) delay less, the larger the attachment (400k
delay an hr). I have checked the timestamp of the msg, exchange server
receive those emails within 2 mins after sent, but delay to show out. I have
disabled symantec AVF but no help. I had dismount the store & defrag the
priv1.edb & priv1.stm (after defrag the size are 4G & 2G), also no help. Any
comments on this problem? Thanks a lot.
