The system idle process is running in the high 90% when idle (no
programs running - right after start up) but at the same time the CPU
usage is running at 50-30%.

Slow reponse times, unresponsive for several minutes at a time
Reloaded WinXP O/S
PC has 2GB RAM
Ran counter on the total processor time for 48 hours. For the first 30
hours, the processor ran @ 80-100%. The last 18 hours it ran 50-30%.

Any insight is appreciated.

Figured this out on my own.....Found that my WiFi PCI card had a
conflicting IRQ (11) with my video card. IRQ's were eating up the CPU.
Moved the WiFi card to another available slot in the PC - XP's
Advanced Configuration and Power Interface (ACPI) assigned a new IRQ
to the card (10). XP is now running normally. Idle process is in the
high 90's, while CPU usage staying at or near 0. Works perfect!

Fascinating. Well done for identifying the problem.

I'm curious, because I'm not sure where I would have started, what put you
on to thinking it was related to the WiFi card?
