Clearly, a crucial file cannot be found, or cannot be read, or perhaps you dont have read/write permissions.

Try repairing the installation, and if that doesn't work, uninstall, and then re-install. If that doesn't work, there is something wrong with your hard-drive, or installation disk, or both.

Dont try looking for the file yourself. Judging by the way you asked the question, you seem to have a limited understanding of read/write errors, and therefore searching for the file and attempting to diagnose the problem yourself will make things worse. I have done this myself too many times... and know what happens.
