marine mania won't load-"needs directx 8" message on win ME

we got zoo tycoon to work and the "need DirectX 8.0 or
better" to run the game message popped up when we
installed the Marine Mania expansion.
I reinstalled directx 8 from both the zoo tycoon disc and
downloaded from microsoft's directx downloads (needlessly
confusing site), but same message.
