"MAILTO" Hyperlink - To - CC & Subject

I am looking for the html code to modify a hyperlink to an e-mail address
such that when the message template pops up, the user will have the
Recipient line (To:) filled in and the CC line filled in (a second person
needs to be copied on the e-mail) and the subject line filled in with
pre-determined text. Any ideas?
