You are attempting to nest DWTs - this is not
supported in FrontPage.
Consider using Include Files along with the
master DWT.
The "Sub DWT" navigation can be placed in several
include files (one include for each "Sub DWT".
On the Master DWT add editable regions where the
includes should go.
As an example,
http://www.rxs-enterprises.co.uk/fp/b/buttons/root_dwt.aspx
uses Server Side Includes (SSI) for the top and
both left menus, and a FrontPage include file for
the footer. The page title ("Interactive
Buttons") is in an editable region - this could
also be an include file which contains additional
wording and/or navigation.
SSI are included content added on the server - it
is simple to use a FrontPage include instead.
