Hi ! I am building a website using microsoft office, so far so good. But
when i minimize the size, the words and pictures move out of position. How
can i stop this?

You have to design the site to take this sort of thing into consideration.
This is normally done through carefully crafting tables to provide a layout
with minimum size dimensions. Otherwise, the browser will just keep
rearranging text and images in an attempt to squeeze the content
horizontally into the viewing space.

Use tables and cells set to a fixed number of pixels wide to lock your
content in place.
