How do you create a video?

How does a person go about creating something like this "video" :

I am not sure I can read code very well, but it looks like it's calling for
"Video.asp".

This doesn't really seem to me to be what I would call a "video". How would
a person create something like this? It looks like it's just a few pictures
that keep playing.

this is free to make a video with. I used it recently to show a problem I
was having after a update on a conduit toolbar I made at the forum there...
very neat.

though of course you get encoder with expression web (or will do when you
upgrade in the future;)
