Links not navigating in Frontpage 2003 Preview view

I used to test my links in the preview view of FP 2000 and when in design
view have to hold ctrl to navigate Links - preview view and links work for
same website in FP 2000 but don't navigate(go anywhere in 2003)in preview
view(fine in 2003 - in design where have to hold control) what do I have set
wrong????

Best not to use Preview View, except for static single pages
- Use File Preview in Browser for a more valid check
