MSI Installer returns error code 1625

Hi All,
I have created one MSI installer of my product. The installation works fine
in normal mode but I'm facing an issue while installing it on windows xp sp3
in safe mode.
I have started windows installer service before installing my product. The
msi installer bails out with error code 1625.

SOFTWARE RESTRICTION POLICY:
C:\DOCUME~1\oglemu\LOCALS~1\Temp\{B78E9512-61D1-4767-8224-3070C262EA79}\MyApp.msi is not digitally signed
SOFTWARE RESTRICTION POLICY: SaferComputeTokenFromLevel reported failure.
Assuming untrusted. . . (GetLastError returned 31)
The installation of
C:\DOCUME~1\oglemu\LOCALS~1\Temp\{B78E9512-61D1-4767-8224-3070C262EA79}\MyApp.msi
is not permitted due to an error in software restriction policy processing.
The object cannot be trusted.

I have already tried the workarounds provided @
http://support.microsoft.com/default.aspx/kb/925336 but it didn't help.
Can someone help on this?
