Temp files locked

Using VFP 9.0 without SP on WinXP prof.

I'm having 2 workstations with the above config, which have problems
with temp files.
These files live in the default Win temp dir and are created during
program execution.
Users on those workstation sometimes generate huge reports, think
nothing is happening (progress indication will make it even slower),
then decide to shutdown the application with ctrl-alt-delete. When this
happens, the only way to remove the temp files is to go to the DOS
prompt and delete them by hand. Nothing else - like the VFP erase
command - works. It seems Windows remains "thinking" the files are
still in use.

Has anyone experienced this problem and if so, how can it be solved ?
