visual foxpro cannot start could not load resources

I get this message after updating a system with an exe built with 8.0 and on
a system where the app was originally built with 6.0.

I also added the following files to the application folder along with the
new 8.0 built exe.

msvcr70.dll
gdiplus.dll
vfp8t.dll
vfp8r.dll

I get the following:

visual foxpro cannot start. could not load resources..
Am I missing anything - do I a have to create an install file.

I think vfp8t needs to be registered
also; is there a config.fpw or foxuser.dbf in that directory?

It does but it isn't needed except for VFP COM dlls.
