EW 3 publishes unchanged files over and over. EW 2 does not do this. this
applies to both FP and FTP publishing.

what settings must be set in EW 3 to stop this continued publishing of
unchanged files.

I have tried deleting all files/folders from the remote site and completely
re-publishing the site but when I change one page using EW 3 on my PC and
publish again unchanged files again get published.

I have also imported all local files into a new local site and the problem
persists.

publishing the unchanged files take over 5 hours so this is an important
problem.

is this a known problem? if so, when can we expect a fix?

Wait for the upcoming service pack. It fixes issues with EW determining
changed files correctly.

Would a temporary fix be to use an Ftp client and pick and choose what files
to upload?

Or just pick and choose in EW. You don't have to tell it to publish all, or
publish all changed. You can select files and publish just them.

The rules have changed a bit in Expression Web 3.

1. If something is selected, we only publish the selected files.

2. If nothing is selected, we publish the files that you are viewing. If
your View dropdown is set to Folders or All Files, we will publish all
files. If your View dropdown is set to Changed Files, we will publish just
your changed files.

Good point. I assumed the OP had the correct view and was dealing with the
issues of EW3 determining when files have changed. Your answer could be the
solution. If it's not, the service pact, now available, probably is.

the problem is that I was not using the Publish View Changed Files option.
