Does EW create the web.config file automatically? If not, how is it done?

No. From what I can garner, you have to create text file and rename it.
PUKE. In addtion, it prefers to embed any code in the page itslef. More
vomit!

Download the Web Dev Express and create your initial web there. You then get
the web.config and can use Expression web as a design tool, which is it's
strength.

There is a template for web.config

File | New | Page, select ASP.NET and it is the fourth one on the list:

ASPX (aspx)
Master Page (master)
Web User Control (ascx)
Web Configuration (web.config)
Site Map (sitemap.xml)
