Unable to get Silverlight 3.0 Toolkit to update VS 2008 Templates?

Note: Unable to find a Silverlight or VS 2008 Silverlight so trying Blend
site. I'll be glad to re-submit if someone knows of a better discussion group
out of the few hundred in the dropdown.

Steps:

1. I downloaded and installed Silverlight 3.0 Toolkit.
2. As everyone states from various sources, I am now able to open up VS 2008
and there will be a new template for Silverlight 3 projects.

Expected Result:
I’m able to open up VS 2008 and see the Silverlight templates.

Actual Result:
No Silverlight templates.

Environment:

• Vista Ultimate SP 1
• Visual Studio 2008 Professional Version 9.0.30729.1 SP.
• MS .NET Framework Version 3.5 SP1.

Questions:

1. What steps should I do get these Silverlight Templates to show up in
VS2008?
2. Will this Silverlight 3.0 Toolkit installation also update my MS Blend
2.0 environment?
