Custome Template and/or Control help!

I am trying to create a reusable UI piece that will live in the Asset Library
(from my Resource Dictionary). What I want to do is the following:

1. Create a panel with a title bar
2. When I want an additional panel, I want to be able to change the title
text only, without having to create a whole new template or editing the
control itself.

Controls like textboxes do this. I can bring in a textbox and change its
content and not have to touch the styles or templates.

How do I accomplish this? It doesn't sound hard in theory, but I'm having a
heck of a time figuring it out.
