If I take the Publisher 2003 program and save the website into html and
import it into a program called "html editor" to fix all the code up and
then save it to html and then import it into EW; will this work and be
converted properly?

The problem lies in cleaning up the code - unless you are very, very lucky there will be a terrible mix of images (instead of text), VML graphics, absolute positioning. It really is easier to start over. HTML editor cannot help with VML and images- and will not convert Absolute Positioning to a layout that will not break in different browsers, different browser sizes, different text sizes etc.
