Multiple Exchange Servers in a single domain

I would like to seek advise for the following symptoms with my system.
Backup Ground
----------------
I have 3 Exchange 2000 Servers at 3 sites
Each site have their respective domain controllers (W2K) which are
configured as GCs too.
All 3 sites are in a single domain
1 of the site is my primary site where the PDC and first Exchange server is
first setup. The PDC still holds all roles.
Other 2 sites are setup after the primary site has been completed
Issue
----------
When ever the 1st site is not available, i will experience problem with my
Exchange servers at the other 2 secondary sites. Critical Exchange Services
cannot be started, especially the System Attendant. This is a reproduceable
symptom.
Qn
----------
1. Is there a depenedency between the secondary Exchange servers with the
PDC and/or 1st Exchange Server?
2. How can i decouple the secondary Exchange Servers so they are able to
function independently
