Unable to send/receive email after installing Windows POP3 mail se

Exchange 2003 SP2 server is now unable to send or receive any email (internal
or external). User installed Windows POP3 mail service instead of Exchange
POP3 mail service. I am unable to remove the Windows Email service because
the checkbox is cleared already. The POP3 service is not running but does
show-up in Exchange. Seems to be corrupt or partially installed. Reboot did
not help. Anyone know how to fix this without a reinstall of Exchnage?
