Exchange SMTP Virtual Server and Connector Relay issues

We've configured an exchange Virtual Server with a certificate on it and a
connector to deliver to certain domains securley via TLS. We used an
internal Certificate server to configure the VS and it works fine for users
on a mailbox store in the same Administrative group (The connector is setup
for the whole org) but other mailboxes on other Administrative groups can
not send through that connector. They receive the error below. Any idea why?
Do I need to add certificates to the other mailbox stores and bridgeheads in
other Administrative groups?

Not sure why this is happening... The reports from the other admins indicate
that it does not happen all the time. Just most of the time.

Is the scope of the Connector set to entire Org or that particular Routing
Group? Are other servers (on which users that cannot send reside) in the
same Routing Group?
