Suddenly when a newly created user tries to open Internet
Explorer, they are presented with a logon screen,
although they are already logged onto the system. If they
enter their details it will not accept them, only an
administrator logon will allow them in. Existing users do
not have this problem

I'm assuming you mean in OWA?
If so, what version of Exch? Is that user setup with OWA access in the
manager?
