I have setup a new forest and domain, and then setup a server with the same
service packs as the original exchange server. I have installed exchange
server 2003 with the same organisation name and admin group and storage
group. I have allowed the ticked box to allow database restores and
dismounted the stores.
We use backupexec to do the exchange backups and thats on our live network.
The question I have is that would it be OK to connect the test domain to the
live network so that backupexec can restore the exchange data to the test
exchange server. I am just concerned about having two exchange
organisations with the same names connected on the same network even though
they are in different forest and domain. Would this be OK.

You can't use the RSG if you want to restore a mailbox where the user
account has been deleted - thats one reason for a recovery server.
It should be possible to have both environments online on the same LAN as
long as they can't find each other DNS wise. The problem that you might have
is to have the backup server find the exchange server.
