I've tried everything to register cdo.dll on my development machine and I
haven't had any luck yet. I am on an XP Pro machine. I went through
support.microsoft.com and nothing there worked. Any ideas?

Additionally: keep in mind that there is no legit way to "install" CDO 1.21
(CDO.DLL) without installing one of the following products:

Outlook 98, 2000, 2002, 2003 (the latter three only install it with a custom
install)
Exchange 5.5 Server
Exchange 5.5 Admin console only
Exchange 5.5 Outlook Web Access only
Exchange 2000 Server
Exchange 2000 Admin console only
Exchange Server 2003
Exchange Server 2003 admin console only

Any other attempt to acquire and "install" CDO 1.21 violates the license
agreement (and might not work even if copying all depended DLL's because a
lot registry settings plus some INI/INF files might be missing) you agreed
when installing the above mentioned products.

That makes sense. I'm just dissappointed. I was trying to run the sample
from this article:

http://msdn.microsoft.com/library/default.asp?url=/library/en-us/dncscol/html/csharp05152003.asp

And they only way to run the app is to have that library registered on your
computer. I will look into the custom install of Outlook 2002 which I do
have on this computer now. Legally at that :)

Thanks for the info.

Got ya ;-) In that case just rerun the Office XP setup and do a
change/remove. Then drill down into the Outlook branch and make sure
"Collaboration Data Objects" is selected to run locally from your computer.
That'll take care of any depended files, registry settings and other stuff.

That did the trick.
