Not receiving emails from ISP

I am running SBS 2003 / Exchage ver 6.5.7638.1

I was recently required by my ISP (AT&T) to change all of my IP addresses.
I have web connectivity, and I can send and receive emails internally. I can
send emails to external mailboxes, however, I am not receiving emails from
outside my network.

I have found an error message in the event viewer (which is being recreated
approx every 5 minutes) that I believe may be a clue:

Any ideas?
