I would like to know if there is a way to prevent users from deleting items
from their deleted items recovery. We have had several situations where users
have deleted items, emptied the deleted items folder and then perminently
removed them from the deleted items recovery list only to later ask us to
recover something they deleted. By preventing them from perminently removing
the items, we would still have a chance at recovering them without having to
do recoveries from backup tapes.
If this isn't possible a less desirable option would be to prevent them from
even getting to deleted items recovery on the deleted items folder.
Any suggestions would be greatly appreciated. We are using Outlook 2003 on
Exchange Server 2003 in Mixed mode but expect to move to native Exchange mode
in the next few months.
PS I do have the registry modification, "DumpsterAlwaysOn" configured on my
Outlook client and was hoping there would be something similar we could do to
either prevent deleting of items in the deleted items recovery folder or not
show it at all like is the case with all the other folders when this registry
modification is enabled.

I understand that you want to disable the ability of "Purge Deleted Items".
Please feel free to let me know if I am off base. Based on my research,
this is not possible, unfortunately. From Outlook we have two options
available to us with regards to Recover Deleted Items.
First option:
Uncheck the "Deleted Item Recovery" add-in from inside Outlook. This will
remove "Recover Deleted Items" from the Tools menu.
1. Open Outlook 2002
2. Click "Tools"
3. Click "Options"
4. Click "Advanced Options"
5. Click "Addin Manager" button
6. Uncheck "Deleted Item Recovery"
7. Click "OK" until to the next 3 screens.
8. "Tools" menu will no longer have "Recover Deleted Items".
To add the option back, repeat the steps and check "Deleted Item Recovery"
Second option:
We can disable the "Recover Deleted Items" menu by registry. If you would
like to do so, we need to set the below registry entry in the client system
for Outlook to disable "recover Deleted Items"
Below value is for Outlook 2000.
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\9.0\Outlook\DisabledCm
dBarItemsList] Value Name: TCID1 Value Type: String Value: 5654
For Outlook XP

You can deploy the registry via a logon script.
