Install Custom forms in Exchange2000

My prev server runs on winnt, exchange5.5 have custom forms.
i can create them and upload/publish to my exchange server.

now, i have migrated (not fully in a way) to exchange 2000. and i couldn't
publish my custom forms now.
do i need to install some components or change some configurations?
