Installing Exchange 2007 tools in 2003 Environment

I need to migrate ~400 users from a 2003 environment onto 2007. Sadly a
lot of these mailboxes hit exmerges item or PST size limit so we are
looking at other (cheap!) options. I'm aware of many migration or
recovery tools we could use and we are looking at Exmerging into
multiple files per user based on item dates but... It got me wondering
about using the 2007 tools, what are the real requirements for
installing just them?

Really we only want the powershell side so we can do export-mailbox.
Obviously the Schema changes are the kind of thing we'd like to avoid if
possible.

Or I guess, any free or very cheap tools that can export lots of
mailboxes to a Unicode PST?
