one of my exchange 2007 servers is very slow even without any mail

we recently added another exchange 2007 server to our organization
for some reason the new server - which i know of no difference in
configuration from the other 2, behaves very strangly- even though it has
only one test mailbox on it and no other functions currently (except as dc
for a small site)
it's very slow to open the exchange management console (to the point of
error messege from the snap in)
when i run the exchange troubleshoot analyzer i got this results:

"Fatal error reading performance data :
Error accessing the 'MSExchangeDSAccess Domain Controllers' performance
counters.

Unusually high user activity detected :
RPC Operations per second rates indicate a user or users on this server are
unusually active."

when i access from the management console the server tab/mailbox i get the
following warning:
"get-owa virtual directory
warning
object "servername'\owa (default web site) has been corrupted and it is in
an inconsistent state " followed by a long list..


the configuration is:
exchange 2007 on server 2003 r2 64bit
each server is in a standalone sites and they are connected with ip lines
between them
each server roles are client access;hub transport;edge server;mailbox

would be glad to any help!

Just to verify; this Exchange 2007 is also a DC? Will this be a
production box? If so it's recommended not to multihome Exchange and
DC on same box. That is odd that you are getting high RPC ops if only
a single test user is on there. Can you try:

1. Open perfmon and find out the rpc operations per user just to
confirm

RPC Operations/sec
, divide the average RPC Operations/sec by the Active User Count.

RPC Operations/sec per user This counter provides an indication of
how active the users are on the server. Typically, knowledge workers
who use Microsoft Office Outlook® have a rate of approximately 0.1
operations per second, per user on a mailbox server. If the users on
the server are running additional applications, the number may
increase.

2. How is your storage configured?

3. Did you mess with your OWA default website or make any
modifications? If so you may have to re-create if you cannot fix.
