After reading a suggested solution, I tried setting enable32bitapponwin64
property on the website applications to True, but then just got error code 7c
instead, and event 2274: "ISAPI Filter 'C:\Program Files\Microsoft\Exchange

I got this error too.
So, using process monitor I found the system was looking for extrace.dll
which it could not find and placed it in the folder where the system was
looking for it.
Now, the ISAPI filters can load.
