Setup is telling you what you need:

Is there any way you can add an additional server running Windows Server
2003 into your network?

Also, using the 32-bit version of Exchange 2007 for production use isn't
supported. Are you trying to install Exchange onto the existing Windows
Server 2003 machine? It should really be on a separate server.

Upgrade your domain controllers to Windows 2003 SP2.
You need at least one.

Missed that part. Michael is correct. The 32 bit version of Exchange is not
supported in a production env.

You mean I have to upgrade Windows 2000 to Windows 2003SP2? What about move
domain controller from Windows 2000 to Windows 2003?

Well I wouldn’t literally upgrade my 2000 DC's.
I would add new 2003 DC's and retire the old ones.
