3 problems with Activesync over the Air / Exchange 2003 SP2

Hello,
3 problems i experience with Activesync / MS Direct Push ( via GPRS )

1. More and more users can't sync with Calendar from Outlook client to
mobile device, i mean: when editing/adding an appointment in Outlook (eg.
Outlook 2003). Sync from mobile device to Exchange is OK. When
editing/opening calendar item in OWA, sync to mobile device is OK.

2. Apart from my first problem, is there a way to sync over the air with the
Exchange user account, WITHOUT having Outlook 2003 or Outlook Web Access
opened??

3. Not so important but still want to mention:
On the Exchange Server in Event Viewer several Event ID's 3033 are reported
for a couple of users ("The average of the most recent [200] heartbeat
intervals used by clients is less than or equal to [540]. .... and so on...)
I don't believe this contributes to the problems mentioned above. How to
solve this ? (i already checked my firewall settings (NO Isa Server, just a
"hardware" firewall.

Maybe someone notices that i have posted some problems before, but i never
got further with the usual hints. I hope someone has some golden ideas. If
you want more information don't hesitate to ask. Many thanks for your
